About Rosetta Carter
Rosetta “Rose” Carter has spent her life dedicated to service and advocacy, leaving an indelible mark on her community. Born 80 years ago and devoted to a mission of faith from birth, Rose’s journey has been defined by her tireless commitment to others. After graduating from The Rayen School in 1961, she married Leonard Scott an Air Force serviceman, and traveled extensively before settling in Youngstown, Ohio. There, Leonard became one of the first African American officers in the Ohio State Highway Patrol, while Rose built a successful 23-year career in banking.
After retiring from banking, Rose channeled her passion into counseling and community organizing, becoming the lead organizer and executive Director of A.C.T.I.O.N., a faith-based advocacy group. Rose led numerous initiatives addressing systemic inequities, including legal system, advocating for fair housing, and protecting consumers from predatory lending. Her advocacy was pivotal in establishing Eastern Gateway Community College, securing its sustainability, and ensuring displaced students were treated fairly. Collaborating with organizations like the Youngstown Neighborhood Development Corporation, she also helped pass housing inspection ordinances, advancing fair housing in the city.
Through her visionary leadership and commitment to the community, Rose Carter has profoundly impacted Youngstown, fostering systemic change and empowering its residents. Her dedication to community and advocacy reflects a lifetime of service, inspiring others to pursue equity and fairness. By creating this fund, Rose has ensured her legacy of doing good will continue to benefit the community for generations to come.
